17th Annual Barrier Breaker Award Luncheon

Our agency will proudly honor Gene and Aubrey Locke for outstanding professional and volunteer contributions for social, educational and economic opportunities within our community.
Gene Locke practices public law as a partner of Andrews Kurth LLP and counsels various government entities - cities, counties, school districts, community colleges and various political subdivisions. As General Counsel to the Harris County-Houston Sports Authority, Gene led the negotiations for the development of Minute Maid Park, Reliant Stadium and the Toyota Center. He serves as Special Counsel to the Metropolitan Transit Authority (METRO) and was instrumental in METRO’s recent successful referendum. He has also served as Special Counsel to the Port of Houston Authority where he drafted a very successful small business program and was key to the development of the Bayport Terminal, which expanded capacity at the Port of Houston.
Gene served as City Attorney for the City of Houston under Mayor Bob Lanier. He chaired the Houston Katrina Rita Fund, and has served on the Board of Directors of the Houston Bar Association, the Center for the Retarded, the Houston Community College System, and University of Houston Alumni Association. Gene is a member of the board of the Center for Houston's Future, the Houston Urban Debate League Advisory Council, and the Wheeler Avenue Christian Academy. He is a trustee of the Texas Southern University Foundation, a fellow with the American Leadership Forum and a member of Sigma Pi Phi, Nu Boule. He received the Diversity First Award from the Texas Diversity Council in 2007 and is a prior recipient of the Distinguished Alumnus Award from South Texas College of Law and from the University of Houston Black Alumni Association. Gene is also a past recipient of the NAACP Freedom Award for Outstanding Service.
Aubrey Locke has touched the lives of many people in very profound and personal ways. She is a big supporter of public education and equal access to educational opportunities. For over a decade in the 1990’s, she was the face of volunteerism in the Houston Independent School District, assisting many minority and non-neighborhood students and parents at Poe Elementary and Lanier Middle School. She also gave countless hours as a guest reader and teacher’s aide to assist with rising class sizes. Her volunteer contributions were so instrumental that the school administration asked her to join Poe Elementary School’s staff on a permanent basis. She laterjoined a former HISD school board trusteeas part of the initial staff of the Center for Reform of School Systems (CRSS), an organization created to train school board members and superintendents to transform their districts for high student achievement. Her organizational skills helped establish CRSS as a critical keystone for governance training for public school leaders. However, friends recognize her more personal roles. Aubrey is also known for being the “other mother” to many children and being a role model to younger women.

Employment Services: Julia C. Hester House (JCHH)
Our employment assistance services at JCHH offer employment services to those in the Greater 5th Ward area, Kashmere Gardens, and Denver Harbour. Servcies include job readiness orientation, case management, use of the JCHH Computer Center, job leads and placement assistance for persons wishing to secure or change employment.
